win internationalization: keyboard (layout), text (code pages & unicode)

Hi guys,
is there a way to make windows (xp) work with 3 and more languages?
What I mean is:
1. Keyboard:
1a. to make the keyboard layout switcher change by Alt+Shift through the
list of languages (e.g. EN, ES, RU) the same convenient way as by Alt+Tab? I
mean, by Alt+Tab a single press switches me through the last two application
windows, while by Alt+Shift the order of switching is strictly cyclical and
with 3 or more languages switching back and forth is a big pain in the axx,
e.g.: to switch from EN to ES I do one press (if ES follows EN), but to
switch back I need to go through all other layouts (additionally through RU
in my case)
1b. I know there's US international layout, which I'm using now for both
English and Spanish and hence I have just 2 layouts... But really, what if
there's no way of minimizing the amount of different layouts to just 2
(consider adding Chineese or Arabic)?
2. Text:
There are lots of programs (old and almost new ones) that do not support
Unicode, they work in some code page in the hope that the user sets this
code page up in the system. Now, the problem is, guys like me, who study or
know 2 (or even more) foreign languages have big trouble using this
codepaged software because windows allows just one code page for all users
and for all applications at a time. Hence it's impossible to open for
example two different dictionary programs needing different code pages and
see the correct text in both. One will show either garbage or some funny
characters here and there.
Is there a way to make the output of these applications appear correctly on
the screen? The true-type fonts with all those characters do exist in the
system and it's physically possible to render all of them at the same time
(I'm talking about graphical applications, no terminal ones)... Any trick or
fix?
Otherwise I must copy the text from a window and paste it somewhere where I
can chose the encoding/code page or save it to file and then read in
something like internet browser. Very inconvenient I must say... The other
pervert idea is to install 2nd copy of windows in some PC simulator like
VMWare or VirtualPC or whatver, set the 2nd code page there, install and use
the software for 2nd codepaged program in it. Great, huh? Another system
just to make one program work. Looks ugly to me. Anything else to cure the
problem?
