Booting Safe Mode (up the ass more like it)

Tech-Archive recommends: Speed Up your PC by fixing your registry

Can someone help me with my Safe Mode. When you start it up it will
automatically restarts, and you don't even get the chance to log in

I know that there is a setting that causes the computer to restart on an
error, but this is disabled on my computer (well at least in normal boot
mode)
