Sorry but your statement is not right. They were given billons after 9-11 to
organize a response after a disaster, this means they had years to plan and
set-up. There should have been trained people, transportation and equipment
ready to move, locations planned for resettlement.
The "BUCK" does stop at the Presidents desk.
