You need a Dos boot disk with a generic CD driver.
Put your Windows 98 cd in the CD drive.
If the Win 98 window opens, close it.
Open Windows Explorer, right click on the CD drive, Explore.
Go to CD drive:\tools\mtsutil\fat32ebd.
Read fat32ebd.txt.
