I've set it to 0 seconds many times, and as a result, the menu just flashes by in about a tenth of a second during bootup. But assuming that the default entry for the partition containing the operating system is the desired one, a better way is just to remove the unwanted entry (the one that doesn't match the default) under the line "[operating systems]" in the menu.
