Run batch on system events (like asterisk, minimize, maximize etc.)

Is there a way to run a batch file on system events like asterisk, alert,
login, logout...? Now each of these events can be easily associated with a
wave sound. Is it possible to associate them with a command, perhaps through
modifying the registry?
