Install of program on Pocket PC fails

When Using Windows XP, Activesync 3.7.1, Ipaq 6300, Pocket PC 2003

When trying to install TomTom on the pocket pc, the install program starts
and then returns to the select appication menu.

When using activesync to install programs, click on tools, add/remove
programs, window opens and then closes.

If I try the same on an older win98 machine, I'm able to install the TomTom
application and use the activesync add/remove program option.

This is really annoying, as we want to bin the older PC, and don't really
want to keep it going just to install programs on the pocket PC. We also have
the same problem with an older IPAQ.
