You need to have a real operating system cd in order to fix this error.
If your laptop did not come with one, find a friend who has an XP Home
disk and follow the instructions in the link Rock gave you. Otherwise,
take the laptop to a professional computer repair shop (not your local
equivalent of BigStoreUSA). The pro at the shop can also test your
laptop to see why you are getting the error. If there is a hardware
fault, that will need to be addressed also.
