Definitely sounds like Security Zone settings are too restrictive.
The ActiveX for WGA is Version 1.3.254.0
Noticed also that along with WGA is a new Office Validation tool.

Uses a separate ActiveX, called OVA Class 1.3.230.3 but identifies
itself as part of Windows Genuine Advantage.
