"Add and Remove Program"

Tech-Archive recommends: Fix windows errors by optimizing your registry

Hi All,
How do I remove a program in the ":Add and Remove Program" while it
states that " Setup.exe has encounter a problem and need to close. We
are sorry for the inconvenience."
I could further do nothing to remove this program.
