Locking Windows XP

I am going to be setting up Windows XP Pro on several PC's in a school. I
was wondering if anyone had suggestions as to how I can lock down things such
as the desktop wall paper, desktop icons so students can't change them.. Any
ideas how this is possible. Also, they will be wireless and I want to only
allow them to connect to one wireless network (not allowing the other
networks to be seen or pop up when they come in range). Is this possible?
