Actually I got my cake and ate it too. I have OE put the signature at
the bottom and the cursor at the top. This way, I work my way down the
quoted message entering my replies where I want to and leave the
signature at the bottom. If I have no reply till the bottom, the
signature is already there. Works for me.

I'll check into the manual insert signature thing. I never used it but
it sounds useful especially if it allows me to choose from different
signatures to match who I am writing to.
