Alan;
PC builders are not required to provide a CD.
Some use a hidden partition on the hard drive which unfortunately is
permissible but often bad for the consumer.
If the hard drive fails out of warranty, everything including the hidden
partition can be gone leaving the buyer the only option to buy again.
