Re: missing taskbar and start menu

I have the same problem. I have tried F8 at start up, going to Safe Mode
plus Command Prompt, then typed %systemroot%\system32\restore\rstrui.exe
which is supposed to allow a System Restore, but I then got an error message
stating "System Restore is not able to protect your computer. Please
restart your computer, and then run System Restore again" Without a start
button to get into Control Panel how do I do it???
