First you need to shut your system down and add the new HD.While there place
your old HD in the slave position.
Now reboot and enter your BIOS.Let the BIOS detect both the old and new
HD.Change your boot up options so that the CD is 1st boot,new HD is 2nd boot
and dont even bother putting the old HD in the boot order.
Place the XP Home Cd in and reboot.The setup should start
automatically.During the install pay attention because you want to install
to HDD-0 which should be your C drive now.You can format this drive during
the install.

The XP installation should see your programs on the slave drive and register
them accordingly in the registry and create the necesary shortcuts on the
start menu.You cannot "copy" programs over they wont work.You would need to
reinstall each and every program.
If by chance the Home install sees the PRO install and refuses to install
remove the slave/old drive.
Once Home is installed there is no need to switch the HD around you can copy
files just as well in home.
You can delete Pro off the slave.I would not copy settings...you said Pro
was a problem maybe you will be copying the problem.You did not tell us what
the problem is so we cant help on that.
Of course you could always "repair" Pro to begin with and save yourself all
of this hassle
The other option would be a dual boot.The New HD hooked up as a slave.From
within XP pro install XPhome as a new install onto the slave HD.XP will
create the necesary files for thew dual boot process...it will also place
these files into the MBR on the old drive(master) so that without this drive
the system will not boot.
When you restart you will have the option of which OS to start with.
