Thanks for posting!

I understand that the client Windows XP Home cannot install certificate to
enable a VPN connection. If I have misunderstood your concerns, please feel
free to let me know.

Based on my research, it could be related to the permission of following
folder.

C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto\
C:\Documents and Settings\All Users\Application
Data\Microsoft\Crypto\RSA\S-1-5-18
C:\Documents and Settings\All Users\Application
Data\Microsoft\Crypto\RSA\MachineKeys

(C: is assumed to be the system partition)

Please confirm that System and Administrators have full control over the
above key and all sub keys. If not, I recommend you reset permissions with
Xcacls.vbs and try again.
