Error: 0x80090016

We have a remote user who is trying to install a computer certificate to
enable a VPN connection on her PC but she gets the following error message:

Unable to install the certificate:

Please verify that your CSP supports any settings you have made and that
your input is valid.

Error: 0x80090016

She is using WXP Home Edition
