Easy Media Creator 7 should be able to burn ISO to CD, check the documentation.
There are also a lot of freeware solutions:

I have a large ISO file on my hard drive that is an image of a CD which (presumably) contains files for a program that the CD could install, much as any program installation CD. I've been instructed to "properly" burn this image onto a CD, using a program such as Roxio's Easy Media Creator 7, and when properly burned onto the CD, the files within this ISO file will be extracted onto the CD, and it can then be used to install the program which it was designed for.
But, I cannot find the path in Easy Media Creator 7 to do this. Nor can I find any usable info for Windows XP, where this task can be handled by my XP operating system.
I've never worked with ISO files before, so I'm not familiar with the protocols involved in doing this. I've extracted ZIP and CAB files in the past, but the ISO situation has me in the dark.
