.hlp files not opening

Hi,
For some reason when I am clicking at .hlp files (even the ones in the
Windows directory) the Help window comes up (as if it was going to open the
file) and then it asks me to browse to the file... I browse, and then it
opens... I don't know why is asking me to browse to it if I just double
clicked it.
