Windows Freezes for 15 seconds

Windows XP (Home) freezes every few minutes for exactly 15 seconds. Then,
everything is fine again! EVERYTHING freezes up: keyboard, hard drive, etc.
HP has replaced my motherboard & wiped the hard drive clean to original
state. Internet connection is good (I have another laptop in a wireless
network that does not freeze up). Internet provider has checked mu
connection and it is uninterupted. I have also replace the cable from my
on-board ethernet card to my router. Computer is an HP Pavillion Desktop,
3.4 MH. I'm now desperate! Any suggestions?
