Windows Firewall settings are being changed

I support about 60 remote users all running XP SP2.
When I configure Windows firewall exceptions for our VPN client
and VNC client everything works fine. But every now and again the
configurations are change or deleted. Does anyone know if windows firewall
can reset itself or what would cause this behavior?
