Allegedly, new Dells have a one time mechanism to burn an OS CD. Many have reported that this was either missing or dysfunctional. It's interesting that the Dell tech you talked to didn't mention it at all.

The Crtl-F11 is a destructive reinstall that restores from a Ghost image from a hidden partition.

And the hidden partition takes up space on your hard drive that you bought and paid for, when you bought the Dell computer, adding injury to insult.
