Monitor stuck at 640 x 480 pixels

When I try to increase my monitor settings, the Properties command block is
shaded out and inoperative. The access sequence is Control Panel | Display |
Settings | Advanced | Monitor | Properties. In the Display pane, I cannot
move the pixel setting arrow and in the Monitor pane the Properties command
is inoperative. I am using a Dell Dimension 4600 with XP Home with an older
Compaq Presario MV500 monitor. This problem is preventing me from using a CD
viewer and editor which requires an 800 x 600 screen resolution. This
combination has worked at higher resolution settings in the past with no
problem and I know not why the setting has dropped to 640 x 480 and won't
budge.
