They probably do. This is not the same as what it would cost you to do.
Also, whether its worth $1000+ is debateable. If you bought a PC from them,
they probably have a ghost image to save the time to reinstall Windows and
Drivers.

For you, you need to do the above 1)-5), or try a simply clean first by
downloading Spybot.

It doesn't actually cost in terms of licencing anything if you do steps
1)-5) as it assumes that you already have the software. Where it does cost
is:
a) Vendors pay a lot to create and distribute and use
ghosting/backup/recovery software.
b) Labour time.

Reinstalling your PC just takes the software and the time and expertise.
Backing up your work requires you to be able to copy this off your hard
drive as it is going to be wiped. Somethings take a litle knowledge such as
exporting the contents of your Outlook contact list etc.

you've never done it before. You just need to get a friend that knows how
