Problems since upgrading to XP

I recently upgrading to XP (with SP2), from the original Windows 98 that was
on my machine. I've also upgrading some of the hardware too to be able to
support XP. However, since the upgrade, I've been having a few pretty
annoying problems:

1. My machine will not turn itself off automatically. Instead, it'll get to
that old style screen that says "It is now safe to turn off you machine"?

2. Since upgrading, my machine now also has the ability to turn itself on -
all by itself!? I've never heard of this before?

3. My USB ports are not working correctly. Once I've restarted the machine,
I have to unplug and then reinsert my devices in order for them to work.

I've already tried reinstallating XP. Not sure what else I can do? Any ideas?
