The MBR is the same for Win98 and WinXP.

It's WinXP boot sector that gets overwritten by the Win98 installation.

Indeed. However, if the order is reversed then the Win98 boot sector
can easily be replaced by the WinXP boot sector, using Recovery
Console tools.

The issue with having the Win98 FAT32 partition ***before***
the WinXP NTFS partition is that it will cause the drive letter for
the WinXP system partition to change. This is bad news.
