The problem you have is that Windows 98 has to be on first. Then XP
will install, overwrite the MBR so that it can be controlled through
the menu that?s driven by boot.ini.

If you installed Windows 98 afterwards, you wouldn?t be able to boot
XP anymore because it would overwrite the MBR. General rule is
install the older OS first, rather than the other way around.

So, if you want the dual boot, you?ll have to reinstall XP afterwards.
If you have Partition Magic, you could always experiment with
resizing XP partition, and moving it so that you can install a FAT32
partition for W98 before the XP partition, but I doubt you?d be able
to get it to work successfully. I?ve always had problems when
attempting things such as this.
