By default for scheduled tasks to run a password needs to be set on the account. To resolve your issue either set a password or use the work around on Kelly's site, http://www.kellys-korner-xp.com/xp_abc.htm

Click on "S" and scroll down to "Scheduled Tasks - Applying/Running tasks without a password".
