I agree with Richard and Chuck, there is a possible problem with the power supply and/or the charging/regulator circuit on the motherboard and/or the battery and/or the USB circuits on the motherboard. Contact Acer for tech support. This should not be happening.

Greetings.  I use an Acer laptop with 3 built-in USB ports, all of
which are USB 2.0.  I will normally turn on my laptop without the AC
power plugged into it to begin with.  After the laptop has been on for
about an hour or so, I'll plug in the AC power.  At this point, I get a
ballon telling me that there has been a power surge on one of my USB
ports, though nothing is plugged into any of my USB ports.  I open the
window, reset the port, and all is well the rest of the time.  I only
use a USB 128mb flash-drive, nothing else, and even when I plug it in,
that balloon has never appeared.  What can I do to get this to go away?
