Re-Install Windows XP

I received a computer from a neighbor which has Windows XP Professional
installed already, but the only problem is that you need a password from the
admin to get into Windows. Someone told me that I just can re-install
Windows XP with my copy (home) and it should solve the password problem.
Today I booted up my computer with the CD in the drive & all it did was go
right to the welcome screen as before. What gives?
