Did you use Tweak UI and hide the firewall.cpl entry from Control Panel? If that's the case, the Windows Firewall would be missing from Control Panel _AND_ in the Security Center UI. If that's the case, you need to undo what you did using Tweak UI. If that does not help, see here for another possibility.
