dialing up net connection when starting windows and it won't stop!

I had windows 98.....installed xp pro...worked ok for a few days...installed
peoplepc.com dial up..worked ok for a ocuple of days......

now, and I've reinstalled xp pro twice........when i start the compputer I
log into my profile and and then instead of going to desktop....it tries
dialing my people.pc connection but doesn't connect........

i just want it to start up windows.........

can I format my C drive.....then install the windows xp pro on a clean drive?

will I need DOS code to install from CD winxp pro?
