Activate Windows oobe/msoobe problem

Hello all,

When I run "oobe/msoobe /a", a pop-up always comes up
saying "Activate windows cannot run because local scripting
has been disabled on this computer. Scripting may have been
disabled for a virus prevention or as a security measure.
Once local scripting has been enabled, run Activate Windows
again."

How can i enable local scripting? There were no solutions
from previous postings.

I have tried ...

Turn on various security setting
SFC /SCANNOW
regsvr32.exe regwizc.dll
regsvr32.exe licdll.dll
etc.
