IE Message, Page cannot be displayed

My system is WinXP, SP2, with Norton Internet Security. DSL with Bellsouth.
All of a sudden I am unable to access ONE web page. Everyone who has tried
on their pc, it works. I've searched multiple message boards, found various
solutions. One was to test TCP/IP configurations using ping command.
My own IP address times out, although I have no other problem web pages. The
page which I can't access, I tried the IP address---it too times out. Not
sure of what DNS server is--how do I get their IP address?
I"ve run Norton, Panda, Housecall----added blockers-took off
blocking--nothing works. Told Norton & IE to accept this page. I ran the
WinSock XP fix--no help.
By the way, same thing happens on Firefox. Tells me that connection was
refused.
Any suggestions, I'm afraid to change any settings unless I really
understand why.
Thanks for any assistance, this is getting frustrating.
