Yes, that is the recycle bin folder. It is a system folder so it might not
be seen by you unless you have enabled showing of hidden files and folders.
To view hidden folders open My Computer>tools>folder options >view select
the radio button "show hidden files and folders". Does the "recycler" folder
show in the root of F:?
I don't know if you can re-create the folder manually or not but if you have
a recycled folder in the root of F, you might try to copy it and paste it in
the root of C and see if that works for you.
