I was not aware that network shares (level 4 & 5) were logon specific. How do I set up the shares of all users that may have an account on the machine when I don't have their passwords? I want to set them up such that I can periodically run a script (VBS) on another machine and collect all the files that have been placed in this special shared directory.

Try this:
Start in Safe Mode, login as an admin and set the security for the shared folder so that the Users group has full control permissions for it.
