*.mht file, does not work in xp

I have a file called skeleton.mht, I have never seen this file extension
but it looks and acts like a flash file, it works on win 2000 but not in xp,
the browser does not have any warning about pop ups or content, how can I
get it to work? I can attach the file if anyone needs to see it.
