safe mode boot problem



I have a strange problem. My PC works totally normally other than the
fact that it wlll not boot to safe mode. Whenever I get to the safe
mode login screen and click on either of the two normal users or the
administrator icon, the PC reboots itself a few seconds later. It will
also do this after a short time if I simply don't log in to anyone at
all! Very occasionally just before it reboots it flashes up an error
message from which I can only grab the words "a problem is
preventing". Googling this suggests a problem reading the licence file
i.e. product activation, however why would the PC still work when
normally booting up if there was a licence or activation problem?

I'm running XP Home SP2 with Norton AV2003 (all definitions up to
date).

Any ideas?
