You'll still need a keyboard and monitor to install the OS of choice. A
mouse would help along the way. Same to install the network after you
installed the OS.

I setup a Pentium 100 PC with ME in the fashion you're talking about.
You'll have to disable the bios feature to prevent it from booting when not
finding a keyboard. You'll have a lack of mouse message in windows prior to
completing windows boot. Once running, I wouldn't turn it off very often.
Be sure to disable any hibernation or sleep function in the bios and
windows. This PC used netbeui protocol for the LAN, no TP/IP at all. Even
though the XP PC was not using this protocol, it was able to communicate
with it and read/write files. The XP PC was behind a router for internet
access purposes, and had two LAN cards. One for the LAN, and one for the
cable internet.

Was able to reverse this, and put both LAN cards in the ME PC. Then
installed aftermarket internet sharing software. The XP PC used the ME PC
for both internet sharing and LAN file sharing in this case. In this case,
the XP PC had another layer of prevention from external internet
intervention by unwanted sources.
