Do you have any other security software on your system, firewall, antivirus,
ad blocker, any such app could be blocking the download? If you have a
firewall, check the logs and see if you can find a block that corresponds to
when you have attempted this download, that should point to the item the app
is blocking that might be the source of the issue. Then, you would use that
information to set its option not to block that item even if it is only
temporary.
