Do you buy a new car when yours runs out of gas? I would not suggest
formatting because it will not change the habits that put them in the place
they are now in. If they go through the entirity of the document and fix
their problem, they will have your advice more than covered and *if* they
have to format - they should have all their things organized in order to
optimize this effort. They will also better understand their system and
what it takes to really properly utilize a computer system today. It's not
a toaster.
We're talking one to four hours of effort the first time - which includes a
varying download speed. After that first time, they save themselves
possibly hundreds of hours of troubleshooting and have a much more enjoyable
interaction with their computer because they get to use it instead of fixing
it.
The "problem" is most likely covered in tips 9 and 10. If the OP wishes,
they can go through those two steps first.
