Actually, it did come back when I re-installed the software & drivers for
my HP psc 950xi printer. Doing so install several (way too many) services.
I was able to determine that one of these, hpofxm07.exe, was the problem.

After spending a lot of time trying to get someone who knew anything at
their tech support, I found out that hpofxm07.exe is used ONLY for
diagnosing fax problems and is not normally needed (so WHY does it run ALL
the time???)

Anyway I changed the registry to eliminate it and the problem is finally
really gone.
