Talk to your dealer for both answers.
Since it is OEM, they will have a better idea as to when they will get it
assuming they want to sell it.

There have been strong rumours that there will be an exchange program of
some kind.
But it is probably at the discretion of the OEM you bought 32 bit and 64
bit.
Since it is OEM only, Most likely Microsoft will not be directly involved
with the end users.
