USB 2.0 PCI card problem?????

Hi all,
Recently I bought an internal Hard drive (maxtor 250GB) to put in my
external HD case from techsolo, to connect to my newly bought USB 2.0
pci card from edimax. But when I am trying to format my partitions in
NTFS the process fails.
To rule out some possible problems I tried the following:
1. I put my HD in my PC as an internal drive. Partitioning succeeded
and I could read/write data. This rules out that my BIOS is not up to
date and supports the big drive and the drive is not broken.
2. When I connect the external drive to my notebook it also works
fine. Copying 700MB in several seconds.
3. When I connect my external drive to the USB 1.0 port of my
motherboard in my PC it also works fine. The partitions are read
successfully. Copying data takes a very long time :-( .
4. Connecting my USB 1.0 stick to the usb 2.0 card also works fine.
I am running XP pro SP1 on an athlon 1600+ XP .
Can anybody help me.
