Not necessarily. Suppose someone builds a new, modern machine from scratch,
and transfers his old CD drive from his old machine to his new one, either
out of cheapness, or lack of money to purchase a new drive.
If his old drive does not allow for booting the machine (some older drives
fit into this category), he will not be able to boot his machine using the
XP install CD no matter how he sets up his BIOS, or no matter how new his
motherboard is. In which case, I advise that person to use the 6-floppy
disk setup set provided by Microsoft. Personally, I believe Microsoft
should include the 6 floppy installer on the distribution CD.
It's disappointing how a little $49 device will keep our new, modern
machines from running a modern OS.
