Usb Storage device and Mapped network Drives

I have a peculiar issue with windows XP professional. We have begun to roll
out Windows XP with SP2 into the enterprise and have come across a strange
issue.

When a user logs onto the domain network drives are mapped automatically,
the first drive being F:. However when a USB storage device is plugged in,
the strorage device does not appear. However when looking through Disk
Manager, it maps the USB storage device to F:.

Of course this can be changed through Disk manager by assigning a new drive
letter. However this is not workable in a domain since users are not granted
administrator privileges.

Has anyone else had a similar issue? and how did you resolve it?

Many Thanks

.
