isapnp missing or corrupt message

I am getting this message when booting up XP.

"windows could not start because the following file is missing or corrupt:
System32\drivers\isapnp.sys."

I followed the instructions in the Microsoft article about this, replacing
the file using the recovery console and it actually worked. I was able to
use the computer for a few weeks then exactly the same problem happened
again. I replace the file again and it work again only to have the same
problem again after a month.

I rebuild the PC after that and it worked fine for a few weeks then get
exactly the same error I had before.

Any assistance would be greatly appreciated.
