Windows Explorer won't allow CD/DVD RW drives to be selected

OS is XP Pro SP2 with all updates -dual boot with Win 98SE.
After replacing a DVD burner, contents of a CD or DVD in the drive
cannot be accessed by Windows Explorer even though the volume
name appears in the Folders column. If I click on the drive the
highlight goes to the drive, then bounces back to it's previous
position when I release the mouse button. This applies to any
DVD or CD burner I install. CD/DVD ROM drives work normally.
Applications using the File menu have the same problem. I can
auto-play music CDs and movie DVDs. I can also burn CDs and
DVDs with Nero.
In the Command Prompt window I can access directories on the drive.
It is also accessible as a network share. If I log in as Administrator
the drive works normally. It also works after booting to Win 98SE.
This leads me to believe there's a Registry problem, possibly in
HKEY_CURRENT_USER. I have swapped drives previously with no
problem, but this time I uninstalled the old drive in Device Manager
before the swap.
Any ideas?
