This is a new feature and not a bug.
This is anew feature included in version 7.You have the option to sign into MSN Messenger and appear offline until you change your online status.In addition it's upto you to invite or accept an invitation to add users to your contact list.That way,people outside your list cannot communicate with you without your approval.

try the following instruction below to see if its a bug/problem..etc :
if your setting is alway sign in as: appear offline sign out of msn messenger 7.0 and close. open msm messenger 7.0 and check if always sign is as: appear offline was change to online or showing online.
if you see online don't change it instead sign in you still should have the appear offline functionality.
