Can you run a Power User desktop session all in Administrator righ

Help!!!
Scenario::

Windows Server 2003 enviornment and ADUC 2003. Set users to power users for
XP Pro. I would like to know if anyone has learned how to run everything in
the power user's session as administrator. Not just using the run as command
for a program but for example, the power user is in a GPO that disables the
control panel and the run as command from the start menu. So, if you want to
do something within the control panel you have to log off and log back in as
a domain admin or local administrator. This takes to long and I would think
you could run the current desktop session with admin permissions. Please if
any MVPs out there no what I can do... or have any advice in this domain
controller environment, please respond!!! I love to hear the knowledge of
you Win XP PRO geniuses.
